That's totally him, in the picture. The way he was carrying that person -- surely it was one of the muggleborns who escaped that night. That's HOW they got away, he was helping them. They weren't aiming for them, but whoever set the bomb clearly viewed them as no more worth worrying about than the support beams.

Anyone who'd go to all the trouble of smuggling wands in to give them to muggleborns would take care when they set the bomb not to kill loads of them.
